CEPOL and German Police University host intensive AI week for European law enforcement officials
From 13-17 July 2026 the German Police University in Münster, Germany, implemented CEPOL Course 39/2026: “Artificial Intelligence”.
The international dialogue highlighted that law enforcement agencies in Europe and around the world often face similar challenges when using AI to respond to the rapidly evolving cybercrime landscape. The course addressed these challenges with an ongoing exchange across national borders in order to share bestpractices, learn from one another, and evaluate common cybercrime counter solutions.
31 participants from 26 EU Member States, 2 candidate countries, 2 associated countries and 1 EU-Agency discussed the opportunities and challenges of artificial intelligence (AI) in law enforcement. The event’s speakers focused on innovative applications of AI. The training included an introduction to “Agentic AI,” as well as presentations on the topics “Large-scale deanonymization with LLMs” and “AI: From Strategy to Action for Law Enforcement Agencies (LEAs).” At the same time, important topics such as the “EU AI Act” were discussed, and various applications were presented.
According to Prof. Dr. Wilfried Honekamp (GPU) the participants welcomed the opportunity to exchange investigative potentials, learn about current developments, and jointly develop approaches for the safe, responsible, and legally compliant use of artificial intelligence in European law enforcement. He underlined that respect, tolerance and mutual understanding have been the foundation of the course from the outset. People from a wide international range of cybercrime investigating backgrounds have enriched every session. Exchanges across many European countries, insights into other police agencies and discussions about different investigation structures have broadened the individuals´ horizons.

Activity manager Marius Klingelhöfer noted with gratitude that CEPOL offers an important contribution by providing the ideal platform for knowledge transfer, professional exchange, and the establishment of future collaborations.
Participants appreciated the AI-oriented knowledge transfer in a future-focused European law enforcement network atmosphere and the unique opportunity to learn about state-of-the-art developments, with a common approach for the safe, responsible, and legally compliant use of artificial intelligence in European law enforcement.
Despite the strenuous efforts that had to be made, all involved parties agreed that the international contacts initiated and the networks established during the event will have an impact far beyond the event itself. This event could serve as an appeal to the decision-makers to further promote continuous exchange across national borders, enabling law enforcement communities to share digital know-how, learn from one another, and develop joint solutions, while strengthening a common European law enforcement culture.
