EU4Security Moldova

The EU4Security Moldova project aspires to strengthen the resilience of the state and society of the Republic of Moldova, its socio-economic recovery, with emphasis on good governance, stability and peace, as well as to provide everyone with friendly opportunities to inclusion.

Context

The EU-Republic of Moldova Association Agenda (2021-2027) underscores a mutual commitment to advance the promotion of stability, security and the rule of law. Within the manifold areas of collaboration established, law enforcement cooperation is essential in ensuring security and the rule of law. Emphasis is placed on the need for concerted action between law enforcement agencies in Moldova and the EU through training and capacity-building.

CEPOL plays a significant role in the implementation of the Association Agenda. Working closely with law enforcement training institutions from EU Member States and partner countries, CEPOL supports, develops, implements and coordinates training and capacity building activities for law enforcement officials in line with priorities set at EU level. It also contributes to the development of a common law enforcement culture and the exchange of best practices in law enforcement.

CEPOL actively collaborates with the Republic of Moldova in the field of law enforcement training. This cooperation spans more than 10 years. Formalised in 2012 with the signature of a working arrangement, the partnership between CEPOL and the Republic of Moldova has grown stronger and further developed within the frame of the TOPCOP project, while many paths have been explored to reinforce the rule of law in the country and ensure its adherence to the highest EU standards.

In line with the provisions set out in the Association Agenda, and with the prospect of becoming a full member of the European Union, the Republic of Moldova benefits from CEPOL's training programmes, expertise and knowledge sharing activities.

For over a decade, Moldovan law enforcement officials have been taking part in CEPOL's training activities to enhance their skills thus improving cross-border cooperation, while fostering the creation of networks of professionals beyond borders. As an outcome of a recent assessment of the Moldovan’s Ministry of Internal Affairs’ (MIA) education system conducted by CEPOL, a roadmap has been drawn up to set targets to ensure the future reform and development of the MIA’s training and education sector.

Specific Objective

EU4SEC Moldova aims to improve the capacities of law enforcement for the delivery of professional security services for the benefit of Moldovan citizens.

Components

The project is built around four components:

1. Professional training system and digitalisation

The focus of this component is to enhance the professionalism and performance of Moldova's law enforcement agencies, by delivering comprehensive and modern training, focusing on continuous professional development, offering learning activities based on EU best practices. This component will ensure that law enforcement personnel are equipped with the necessary knowledge and skills to effectively serve and protect the community with the highest standards of service while promoting a citizen-centric approach and further advancing the protection and promotion of human rights.

2. Cyber lab

Under this component, the goal is to equip the General Inspectorate of the Moldovan Police with the required infrastructure, tools and resources to establish a state-of-the-art cybercrime laboratory. This facility will enable to conduct comprehensive digital investigations, thus enhancing the country’s response to fight cybercrime.

3. National Firearms Focal Point

This component of the project is designed to strengthen the capabilities of the National Firearms Focal Point. The objective is to develop a comprehensive framework of cooperation to effectively counteract the illegal use and illicit trafficking of firearms.

4. Strategic expertise

This component of the project is dedicated to assisting the MIA in effectively responding to specific actions highlighted in the EU enlargement reports. This involves providing the necessary resources, guidance, and support to the MIA to address the recommendations and requirements outlined in the reports. The ultimate goal is to facilitate the MIA’s compliance with EU standards and to help the country achieve progress in its enlargement agenda.
