Webinar 65/2018 Cyber – Terrorism: A threat for the European Union and its response

Cyber-terrorism involves the use of computers and/or related technology with the intention of causing harm or damage, in order to coerce a civilian population and influence policy of target government or otherwise affect its conduct. Furthermore, cyber-terrorism which should be differentiated from hacktivism and cyber-warfare, implies targeting Critical Infrastructures. There are linkages as well as discrepancies between cyber-terrorism and terrorism broadly speaking, which unavoidably affect the counterterrorism response in either case.

During the Webinar’s workings, the experts will identify a number of viable cyber-terrorism targets and discuss what kind of multi-agency approach needs to be instituted in order to mitigate the risks and contain the damages (role of EUROPOL, EUROJUST, ENISA, ECTEG, CEPOL).

The participants will be able to demonstrate critical thinking by combining the theoretical and practical knowledge gained throughout this Webinar with recommendations for future policy makers. They will also understand the biggest terrorist threat: cyber-terrorism and identify contingency plans for cyber-security, as well as evaluate cyber-security and countermeasures goals, examine these countermeasures and recommend more effective ways to counter risks to potential targets.
