Online Course 61/2022/ONS – Multiple Identity Detector (MID) processes and links

The aim of the activity is to create awareness and develop the knowledge and skills of law enforcement practitioners regarding the Multiple Identity Detector (MID) process and the creation of links during queries of the EU large-scale IT systems.
Upon completion of the CEPOL training activity, participants will be able to:
- Describe the most relevant legal aspects regarding Interoperability and the MID process;
- Recognise the authorities responsible for solving the links and differentiate their competencies, while distinguishing and interpreting correctly the information shared among them;
- Appraise the meaning of the colour of the links and of the information it contains, evaluate the links and solve them in different business use cases;
- Assess the information to be provided to travellers;
- Diagnose bottlenecks in the cooperation process while handling links;
- Build an overall and oriented view on the business and IT workflows, given their interlinkage, through the understanding of business use cases;
- Clarify the specifics of the MID Transitional period: explain the role of a technical tool meant to facilitate the communication during this period;
- Explain the importance of data quality and replicate best practices to maintain it;
- Identify the fundamental rights issues that may arise in the context of verifying MID links and the applicable safeguards.
The central point of the learning strategy is based on translating the theoretical content of the legislation into a practical approach, aiming to support the participants to clarify and synthesise the MID implications. By using interactive methods, such as practical exercises, role-plays, discussions moderated by subject matter experts, participants will be able to predict/envisage their operational performance in a very challenging context, as interoperability is not yet in place. Providing specialized training at this stage is also quite demanding, given that MID is the last component to be operationalised and, at the same time, the core component, around which all the operational outcomes revolve.
The course will be held entirely in English, therefore it is essential that nominated officials possess appropriate language skills (at least B2 level). The entire activity will be carried out online hence the physical presence of participants will not be required.
The course will be delivered over a period of 4 days. Participants are expected to study around 2-4 hours per day during this period. Whilst there is no specific time slot when participants shall be available for completing the course tasks, they should follow the training continuously on a daily basis. Live sessions attendance is mandatory.
