E012/2025/EXB Counter-terrorism strategies, prevention, investigation and inter-agency cooperation

The aim of this training is to exchange knowledge and good practices on counter-terrorism strategies among European countries, focusing on prevention, investigation, and inter-agency cooperation. The session highlights how different Member States structure their national responses to terrorism while strengthening international coordination through the EU framework.
By the end of this Exchange-bite, the audience will be able to:
- Understand various national approaches to countering terrorism across Europe;
- Identify similarities and differences in operational structures and preventive measures;
- Compare the challenges faced by law enforcement agencies in Türkiye, Lithuania, Bulgaria, Spain, Finland and Estonia;
- Assess how information exchange and joint investigation mechanisms enhance effectiveness;
- Strengthen their knowledge of cross-border cooperation and the role of EU institutions in combatting terrorism;
- Understand how the multi-staged recruitment, psychological profiling, and rigorous selection processes used by elite counter-terrorism units work to identify new operatives;
- Enhance knowledge on how counter-terrorism teams transition from initial briefing to tactical execution through specialised training and coordinated operational planning.
