E002/2023/EXB CEPOL Exchange-bite on Cannabis, Cocaine, Heroin Trafficking

The aim of this training is to inform European law enforcement officials (LEAs) about the following aspects related to countering illicit drug trafficking and associated criminality:

  • Best practices in the respective countries of the exchangees (Spain, Finland, Romania and Türkiye);
  • Data collection tools used at United Nations (UNODC, INCB) and European (EMCDDA) level in the field of drug supply reduction (e.g. the UNODC Annual Report Questionnaire, The EMCDDA Standard Tables and the Workbooks on Illicit Drug Markets and Crime);
  • The cooperation in the framework of EMPACT and especially on the Operational Action Plan on Cannabis, Cocaine, Heroin;
  • Tools used in OSINT (Open-Source Intelligence) and Darknet investigations;
  • Identify the existence of crypto-wallets during criminal investigations.

 

With this Exchange-bite, the audience will be able to:

  • Learn about the practices in the respective countries of the exchangees;
  • Improve data collection and strategic analysis knowledge;
  • Get familiar with the data collection tools, indicators and methodologies used at international and EU-level related to countering drug trafficking and related crime;
  • Find out about cooperation opportunities in the field;
  • Understand how drug crime works on the Darknet;
  • Identify tools and best practices of OSINT;
  • Recognise the existence of crypto-wallets during criminal investigations;
  • Understand the differences between crime investigation jurisdiction in European countries (example countries: Spain and Finland);
  • Enhance their knowledge on the specialities in customs crime in Spain and the drug trafficking European entry points and routes to European countries;
  • Define the importance of international cooperation in crime investigations.
