The aim of this webinar is to introduce the use of the administrative approach to prevent and tackle serious and organised crime. The webinar clarifies to practitioners what the administrative approach initiatives exactly consists of. It furthermore covers the role of the European Network on the Administrative Approach (ENAA) together with their products and services to promote the administrative approach to law enforcement and administrative authorities jointly in Europe.
This is the first of multiple webinars on the administrative approach in which on EU and Member State levels good practices, results and implementations of the approach are given. This webinar is furthermore held in support of the EMPACT operational actions of the priorities Cannabis, Cocaine, Heroin (CCH) and Synthetic Drugs/NPS (SYD/NPS) from common horizontal strategic goal 3 ‘Prevention of and barriers to crimes, infiltration and corruption’. However, the administrative approach is aimed at all serious and organised crime and should not be limited to the fight against drug-related crime.
By the end of this webinar, the audience will be able to:
Define the administrative approach to serious and organised crime and detail the five pillars that indicate successful application of the approach;
Describe how on a local level authorities can get started jointly with the administrative approach;
Give a detailed description of the following types of available administrative measures:
Revoke licences, permits and subsidies;
Close business and premises;
Dissolve associations;
Integrity checks;
Joint inspections & the ‘working apart together’ method;
Non-conviction bases confiscations;
Additional measures;
List the products and services of the European Network on the Administrative Approach (ENAA).
EMPACT training activity

Combatting new forms of organised crime requires more cooperation between police and gendarmes, customs officers, border guards, judges, and prosecutors. EU institutions, agencies and Member States work together to tackle organised and serious international crime through a permanent and key instrument: the European Multidisciplinary Platform Against Criminal Threats (EMPACT).
CEPOL plays a crucial role in the EMPACT mechanism through the provision of specialised training and the identification of training needs within each common security threat. Every year, CEPOL provides a comprehensive training package for each common EU crime priority consisting of onsite, online and exchange training activities.
