The cooperation between police universities and colleges in Europe started a long time before the official creation of the European Police College. The idea was first proposed by the President of the German Police Academy, Dr Rainer Schulte, who introduced a four-phase model for the establishment of a European police academy. Because of the lack of financial and political will, an academy could not be put into practice in the 1990s.

Our ability to meet new security challenges in the field of justice and home affairs and tackle the threat of transnational crime will, in many ways, determine the future of Europe. The coming years will be marked by increasing expectations of European police education in the evolving arena of international law enforcement cooperation. In this publication our strategic vision is presented: where we would like to see CEPOL in five years and how these strategic aims could be achieved.
