Money Laundering and Criminal Investigations

“Money Laundering - an overview on criminal investigation” was the subject of a CEPOL training course held in Loures, Portugal on 25 - 28 May 2010.

The aim of the course was to improve the capacities and tools utilised by criminal investigators when combating money laundering activities, as well as to develop conclusions and recommendations to help investigators, CEPOL and Member States harmonise their fight against this criminal phenomenon.

Nineteen participants from 14 countries took part in the event to share and reflect on the different experiences in Money Laundering across Europe, using mainly case studies and workshops.

The first day was dedicated to presenting CEPOL’s aims, including the common curricula policy and the common curriculum on Money Laundering.

Mariana Raimundo, course manager and Module Advisor for the Money Laundering Common Curriculum, gave presentations with the help of Carla Leão, Educational Expert.

The first two keynote speakers gave presentations: Rosa Mota from the Portuguese Drugs Trafficking Unit spoke about money laundering and drugs trafficking, and Maris Urbans, Latvia, spoke about money laundering and corruption.

On the second day, a further two keynote speakers presented. Carl Jensen, Denmark, presented money laundering and economic/financial crime, while Jill Thomas, Europol, presented money laundering and assets recovery.

Participants were then divided into four small groups, moderated by the four keynote speakers and Manuela Marta, Portuguese Economic and Financial Crime Unit, to work on case studies preparing conclusions and recommendations that were presented on the last day.

A presentation on International Tools was given by Claus Svensen, Denmark, and Carlos Sarmento, Portuguese Judiciary Police, gave a presentation on Terrorism Financing.

Mariana Raimundo prepared and presented the final conclusions and recommendations, stating she intended to go on working on money laundering training with a European and International approach.

One of the Spanish participants stated that his expectations for the training course had been surpassed and that the workshops were an excellent way to share experiences.

This event was hosted and organised by the Portuguese Istituto Superior de Policia Judiciaria e Ciencias Criminais with the aid of Europol, Denmark and Latvia.
