
Under CEPOL Framework the Portuguese Guarda Nacional Republicana, through the Portuguese School of Guard organised the CEPOL Course "Mentoring, Monitoring and Advising (MMA)”, that took place from 29th of May to 02nd of June 2017, at Scholl of Guard, in Queluz.
The course was attended by twenty-three Law Enforcement Officers from thirteen European Union Member States and from EUROPOL.
The aim of the course was to strengthen skills to carry out the MMA tasks efficiently.
At the end of the activity the participants were able to:
- Identify, describe, summarise and compare MMA methods;
- Explain the MMA relationship process for the formal and informal transmission of knowledge and expertise;
- Develop skills to integrate local knowledge and traditions into the transitional process, in the implementation of internationally accepted standards;
- Apply change management in the MMA/SSR context;
- Discuss the implementing of changes;
- Discuss MMA good practices and formulate successful MMA in line with mission mandate;
- Explain different steps within a structural / Institutional change process;
- Apply MMA concepts, guidelines and principles in CSDP missions and operations;
- Compare the EU and EGF standard methods of mentoring supporting the evaluation process of the mission;
- Evaluate action plans and achievement of local host nation ownership.
During the course several distinguished international (Italy, Belgium and USA) and national experts and trainers with a high acknowledge related to MMA tasks subject delivered several lectures. In addition to theoretical contents delivered, several working groups with discussion period were organised. Regarding the relevance of MMA tasks, the overall aim of the working groups was not only to share personnel experiences but also to highlight good practises in order to enhance the capacity to develop and implement the MMA process.
Within the framework of each of the 5 days of the course different issues were discussed. The first day of activity started with theoretical definitions regarding EU CSDP and EU CSDP structures, also MMA in CDSP mission and MMA concepts and definitions; it ended with working groups and practical discussion regarding MMA guidelines and principles.
Lectures related to intercultural Communication Process in crisis management, Motivation and coping with resistance, Introduction to Negotiation and Change Management were also delivered during the activity, complemented by practical work performed by the trainees within the course’s periods MMA in practice.
The course ended formally with the closing ceremony chaired by School of Guard Commander which was held at the School of Guard and with the delivering of CEPOL´s Certificates to participants.
