Knowledge of European Police Systems

A CEPOL course was held in Kraków, Poland on 7 – 10 June 2011 entitled “Knowledge of European Police Systems”. The aim of the course was to familiarize participants with EU legislation concerning Police Cooperation subsequent to the Lisbon Treaty, describe tools of cross border Police cooperation in the Schengen Zone as well as present examples of different platforms of cooperation between Poland and other countries in the area of law enforcement, public order and public safety.

The activity attracted 20 participants from 13 Member States. Lectures and workshops were given by a total of 11 experts from Germany and Poland as well as EU Agency Frontex, supporter of the event.

The following topics were presented and discussed during the course:

  • The tactical aspects of making Police checks via the main platforms of international cooperation;
  • The future of Europol: Pursuing the Vision;
  • Challenges and Opportunities for Inter-Agency Cooperation in accession countries;
  • European Institution Fighting Organized Crime
  • European anti-fraud body - OLAF;
  • EU legislation concerning Police Cooperation under the Lisbon Treaty;
  • Indect: Intelligent information system supporting observation, searching and detection for security of citizens in urban environment;
  • Schengen Zone`s Information Systems Structure - SIS, SIS II, VIS versus protection of personal data;
  • The aims and tasks of Polish Police for the Polish Presidency of the Council of Europe
  • Contribution to legal and political questions related to the Prüm Treaty and the development of European Police Cooperation;
  • Human Rights - common obligations and different problems in police training systems – examples of cooperation between EU Member States;
  • The SECI Center – An example of cooperation for the fight against cross border crime.
During the closing ceremony the hosts expressed their hope that participants had reached the course`s objectives and had also established new contacts which will prove useful fulfilling their professional duties.
