Course 75/2018 Open Source Intelligence (OSINT) – and IT Solutions

The International Training Centre in Budapest hosted the CEPOL Course 75/2018 titled „Open Source Intelligence (OSINT) – and IT Solutions” between the 17th July and 20th July. Participants included 32 practitioners working in the field of Cybercrime from a total of 24 jurisdictions all over from Europe.

Among the 24 countries there were 22 Member States, 2 Candidate Country (Denmark and Montenegro) and 3 participants from EUROPOL.

The overall objective of the 4-days long course was to equip general law enforcement officers with the knowledge of a couple of practical, applicable techniques of open-sources intelligence. The use of these simple digital investigative techniques are to guide, orientate further investigation/enforcement work by collecting additional in-formation/intelligence available in the internet.

This hands-on training course will introduce participants to open-sources intelligence techniques (OSINT) through lecture – exercise based modules. While the practical computer exercises focusing on the use of OSINT tools will serve as the backbone of the course, other important subjects such as the legal boundaries of open-source intelligence, the assessment of the obtained information, and the investigation possibilities in the darknet will also be debated.

The course provide a framework for experts in order to be able to directly exchange knowledge on the relevant legal frameworks of the various jurisdictions, and the different instruments and best practices utilized by them during their day-to-day activities.

With assistance from ENLETS, European Commission, FBI and some foreign jurisdictions from Germany and Hungary, the Hungarian organizers managed to gather a diverse staff of experts, including cyber investigators who gave presentations on their various fields of expertise.
