CEPOL activity on Schengen evaluation – SIS and SIRENE takes place in Tallinn

From 7-11 November 2022, the Estonian Academy of Security Sciences hosted a group of future Schengen evaluators from all over Europe.  Participants honed their skills and knowledge in the field of the Schengen evaluation and monitoring mechanism. In total, more than 30 trainees and trainers from 19 European countries participated in CEPOL activity  59/2022/ONS  Schengen evaluation – SIS and SIRENE, as well as representatives from the European Commission, Europol, and eu-LISA.

The programme was intense, and focused on updating and enhancing theoretical knowledge and putting it into practice. The training provided an overview of the new Schengen Evaluation RegulationArrow icon, which entered into force on 1 October 2022, and highlighted the issues that are usually encountered during the SIS and SIRENE evaluation process. It also addressed the technical side of the evaluation process, discussing in detail how to prepare an evaluation report, formulate the shortcomings identified during the evaluation and the resulting recommendations; and discussed good practices.

In addition to the extensive theoretical material, one day of the training included a practical assessment. Participants visited different units of the Estonian Police and Border Guard BoardArrow icon – the SIRENE bureau, the Border Crossing Point at Tallinn Airport, and Ida-Harju Police Station in Tallinn. At the end of the day, participants practiced together how to compile an evaluation report with what they had seen and learnt during the evaluation day.

Although the schedule was tight, there were also moments that allowed participants - many of whom were in Estonia for the first time - to get to know Tallinn and build bonds with each other. For example, they were offered a tour of Tallinn's Old Town, which, despite the unpleasant November weather, was a very positive experience for all. On the evening of the penultimate day of the training, participants had the opportunity to test their skills in working together in an unconventional environment, as well as to use logical thinking to find solutions to slightly more unusual and unexpected questions.

At the end of the training positive feedback was received on both the content and the organisation. Many participants also expressed their enthusiasm about the Estonian Academy of Security Sciences and the opportunities it offers. Participants also highlighted the excellent opportunity offered to meet colleagues from other countries, exchange experiences and create bonds for future cooperation.
