CEPOL 96/2018 on Joint Investigation Teams – Western Balkans

The Academy of European Law (ERA) in Trier, Germany hosted the training course CEPOL 96/2018 JIT - Western Balkans from 23 to 25 May 2018. Organised with the support of ENSP, EJTN, Eurojust, the JIT Network Secretariat at Eurojust, and Europol, the interactive training course was attended by 27 participants from law enforcement, prosecutorial and judicial backgrounds.

Not only Western Balkan states but also EU Member States were represented, with attendees all flying in to Luxembourg, on Trier’s doorstep. This varied mix lead to a very successful execution of the programme, led by a 7-strong team of experts from across Europe. Prominent experts from Bosnia and Herzegovina, France, Hungary, Slovenia as well as the JIT Network Secretariat at Eurojust, Europol, PCC SEE and DCAF joined together to create the European atmosphere in a blend of lectures and workshops making up the three-day programme.

The course aimed at enhancing the competences and deepening the understanding of the set-up and functioning of Joint Investigation Teams, especially in the Western Balkans. Following the different steps to be taken when setting-up a JIT in real life, this 3-day course offered participants in-depth training on the preparation and implementation of a JIT.

A realistic scenario which was used as a basis for the mock JIT preparation and implementation incorporated all of the elements necessary to give the participants a real feel for the experience. This good balance of theoretical elements, practical exercises, exchange of experience and best practice, also during the networking opportunities was most appreciated by participants and trainers alike.
