CEPOL is looking for a Seconded National Expert to strenghten its International Cooperation Unit. Applications are invited for the post of Senior Project Officer in the Counter-Terrorism
Information Exchange and Criminal Justice Responses (CT INFLOW) Project.

The Counter-Terrorism Information Exchange and Criminal Justice Responses (CT INFLOW) project aims at contributing to prevent and disrupt terrorist networks and the activities of recruiters to terrorism, cutting off terrorist funding, and bringing terrorists to justice, while continuing to respect human rights and international law.

Specifically, the project targets law enforcement and other relevant personnel (such as judges, prosecutors, police, other security agencies and international organisations) in beneficiary countries whose tasks encompass the criminal justice process to counter terrorism, including assistance or facilitation of international cooperation, information exchange and criminal justice responses in or between partner countries and international organisations.


Seconded National Expert – Senior Project Officer 

The Senior Project Officer will - in close cooperation with other relevant colleagues - implement the Criminal Justice Responses component, which will pay special attention to the specificities of counter-terrorism prosecutions. The job will include implementing online and onsite training activities, workshops, working group meetings, peer-to-peer review programmes, organisation and participation in other project related activities as tasked by the Project Manager.

Key Accountabilities:

  • Plan, design, organise, evaluate and report of training and learning activities in the given thematic area;
  • Support assessment of training needs, coordination of training development and delivery under each component/subcomponent, facilitation and training tasks, country specific stakeholder relations, administrative support to operations, project management tasks;
  • Liaise with project partners and stakeholders;
  • Conduct project outreach, communication, PR and project visibility;
  • Identification of best practices and the exchange of experiences;
  • Implementation of the project activities related to the assigned component;
  • Facilitate project activities through conducting logistic and travel arrangements, engaging service providers;
  • Procurement management of short term experts.

Eligibility Criteria:

To be considered eligible, candidates must satisfy all the eligibility criteria listed below, by the
deadline for submitting applications:

  • Candidates must be employed national, regional or local public administration or an IGO and experts from universities or research institutions working in the area of law enforcement as per the CEPOL regulation;
  • Candidates must have worked for their employer on a permanent or contract basis for at least 12 months before their secondment. Recently retired (retirement date no more than 18 months before the foreseen starting date of employment) staff of the public bodies mentioned above may be considered if in the interest of the service;
  • Candidates must be a national of an EU or EFTA Member State or of a country with which the Council has decided to open accession negotiations and which has concluded a specific agreement with the Commission on staff secondments or of a country with which CEPOL has concluded a cooperation agreement;
  • Before the application, the candidates should receive the formal approval/authorisation of their potential secondment from the National Authority in which they are employed.

Education and professional experience:

  • Completed university studies on Law (masters in Law) attested by a diploma;
  • More than 10 years of professional experience as prosecutor or judge working on the field of serious and organised crime or countering terrorism,

Essential Selection Criteria:

  • Knowledge of the European Union policies and instruments in the area of Justice and Home Affairs and in particular in the specific area of counterterrorism Experience in supporting the development and organisation of training for law enforcement and/or judicial professionals;
  • Experience in organising and implementing training activities for the judiciary;
  • Good organisational and presentation skills,
  • Ability and experience in drafting reports for senior management;
  • Excellent verbal and written communications skills in English;
