EU neighbours take the first step towards the creation of a behaviour analysis handbook

Non-biased and science-based behaviour analysis contributes to efficient and fair surveillance, checks and investigations conducted by law enforcement officials. This technique is a crucial tool to support the EU's neighbours in the fight against serious and organised crime.

With an eye set on this objective, CEPOL implemented a two-day workshop last week with the aim of developing a behaviour analysis handbook in cooperation with EU neighbouring countries. The initiative took place on 19-20 September in Budapest, Hungary, and involved CEPOL's partner countries participating in three international cooperation projects led by CEPOL: EUROMED Police, TOPCOP and WB PaCT.

The workshop enabled participants to discuss how the handbook can facilitate education on behaviour analysis, and the gathering constituted the preliminary step towards the development of the handbook.

In total, 15 law enforcement officials participated in the workshop from Albania, Armenia, Azerbaijan, Bosnia and Herzegovina, Georgia, Israel, Jordan, Kosovo*, Moldova, Morocco, Serbia, the Palestinian Authority, and Tunisia. The event marked the first occasion in which partners from the three international cooperation projects managed by CEPOL worked together towards the achievement of a common objective. Based on the outcome, more joint workshops are to come in the near future.
